A memoir published by Stephen Schwarzman, CEO and founder of US LBO specialist The Blackstone Group, revealed that he had encouraged Justin Trudeau to recognize the protected milk market in the USMCA negotiations. Schwarzman said Mr. Trudeau feared a recession would affect his government`s prospects in Canada`s 2019 general election. The executive, which had been retained by Trump, was also invited in January 2017 to address the Liberal cabinet at a retreat in Calgary if the cabinet was not protected by its Privy Council officials. When the negotiations ended on October 1, 2018, Mr. Trudeau, at a behind-the-scenes meeting at the United Nations in New York, sacrificed the dairy industry to save the media industry and the auto exception. On June 1, 2020, the USTR Office issued the uniform rules which are the last hurdle before the implementation of the agreement on July 1, 2020. In 1994, the United States, Mexico and Canada, with the North American Free Trade Agreement (NAFTA), created the world`s largest free trade region, which generated economic growth and helped improve the living standards of the people of the three member countries. By strengthening trade and investment rules, this agreement has proven to be a solid foundation for building Canada`s prosperity and has provided a valuable example of the benefits of trade liberalization for the rest of the world. The new Canada-U.S.-Mexico agreement will strengthen Canada`s strong economic ties with the United States and Mexico. On March 1, 2019, many organizations representing the agricultural sector in the United States announced their support for the USMCA and asked Congress to ratify the agreement. They also called on the Trump administration to continue to support NAFTA until the new trade agreement is ratified.  On March 4, House Ways and Means President Richard Neal predicted a “very hard” path through Congress for the agreement.  Starting March 7, senior White House officials met with members of the Ways and Means House of Representatives, as well as moderate cackles from both parties, such as the Solver Caucus, the Tuesday Group and the Blue Dog Coalition, to seek ratification support.
The Trump administration also withdrew from the threat to withdraw from NAFTA as negotiations with Congress continued.  USMCA countries must comply with IMF standards to avoid exchange rate manipulation. The agreement requires disclosure of market interventions. The IMF may be summoned as an arbitrator if the parties argue.  It is a long way from January 1, 1994, when the North American Free Trade Agreement – between the Three Amigos of the United States, Mexico and Canada – came into force.
